Gas Distribution

Distribution Integrity Management Program (DIMP)

New Century Software can help can gas distribution companies comply with PHMSA’s newly published Distribution Integrity Management Program (DIMP) requirements. We employ an open and flexible approach that can be implemented by gas distribution operators who have a mature GIS, are just starting to implement GIS systems, or do not currently have a GIS. Our solution supports custom or off-the-shelf integrity management programs.

Distribution Integrity Management Software: Spatial Risk Analyst
Spatial Risk Analyst produces risk values within a distribution system by applying a selected risk algorithm. It provides an open and verifiable process to determine results. Spatial Risk Analyst connects into tabular and GIS data in the location in which the data is maintained, allowing direct connection to a variety of tabular and GIS data formats without moving or migrating data. When the source data is GIS, Spatial Risk Analyst provides a comprehensive set of ArcGIS geoprocessing tools to analyze the spatial relationships. Results produced by the application provide full insight into the root causes of risk and threat ratings and support selection of the most effective mitigation actions.

Risk Model Templates and Design
The DIMP regulations recognize that distribution systems vary widely and distribution system operators will need an approach that is tailored to the threats their systems face as well as the unique aspects of their facilities, their operating locations, and the data available for use. Spatial Risk Analyst provides an open and flexible approach that adapts easily to support a wide variety of conditions. Threat identification and risk analysis models implemented in Spatial Risk Analyst can be updated, maintained, and improved over time as part of a Periodic Evaluation and Improvement program.

New Century Software has teamed with Structural Integrity Associates to provide an easy-to-adopt approach that implements the template framework document for DIMP developed in collaboration with a group of local distribution companies from across the United States. This plan provides an approach that uses an operator’s existing data and can grow as the data improves over time.

Risk Model Workshops
New Century Software, with business partner Structural Integrity Associates, supports onsite workshops that can guide an organization through the process of establishing a roadmap to meet the requirements of the regulation, identifying and organizing data, developing or adapting a risk model using the Spatial Risk Analyst software, tailoring a template Integrity Management plan for your organization, and integrating that solution into the current IT and operational environment of the organization.

Distribution System Data Inventory
Data is a central part an effective DIMP, and data will drive how risk management is to be accomplished. New Century Software can review the GIS and tabular data an organization has and determine if additional data sources are required to assess risk and monitor results. The result will be an actionable assessment of the facility data as well as an inventory of landbase and other data that can be used to identify threats. New Century Software can also work with an operator to identify gaps in the current data, determine what data will be most useful in meeting DIMP, and review current processes and procedures for leak reporting, new installs, maintenance operations, pipe exposures, and other operations. The deliverable is a report defining how the organization’s data collection and maintenance practices can be improved to address the data required for an effective DIMP. In addition, New Century can offer data conversion, migration, and integrity assurance support as required to help an organization fully implement an effective Distribution Integrity Management program.

DIMP Planning
New Century Software and Structural Integrity Associates can support or lead the development of a comprehensive Integrity Management plan and provide the services necessary to fully implement the plan within the allotted timeframe.
